a grand jury are qualified for issuing a prosecution for a wrongdoing, otherwise called a "genuine claim," in particular on the off chance that it finds, in light of the proof that has been introduced to it, that there is likely cause  to accept that a wrongdoing has been perpetrated by a criminal suspect.

Grand jury is entitled to make an indictement for a crime based on the evidence presented to them and then making a sentence wether the criminal committed the crime or not .
