Yes, were is a verb. We use it as a second-person singular simple past tense indicative of be. for ex:

Merry, you were the only girl I loved.

Were can also be used as First-person plural simple past tense indicative of be.

for ex:

They were going to leave.

Or we can use it as Third-person plural simple past tense indicative of be.

They were happy.
