Swadeshi Movement was a full fledged movement because:

It has encouraged mass participation in modern national politics supported by the majority of society.

It encouraged women to exit their homes and joined marches and protesting against foreign merchandise shops.

 The Swadeshi movement changed the character of the Indian National Congress (INC) from being controlled and operated  by moderates, who are less extreme to the main agenda, to being operated by the ' Extremists ' who gave the Congress's 1906 Calcutta session's call for ' Swaraj ' or self - government.

 It encouraged the ideas of non - cooperation and passive resistance.
