The word  wherewithal is already used to describe the intelligence of a person or something or the ability or the personal characteristics, but dictionaries have become ignoring this meaning and the meaning that is currently used is to mean :
. the money necessary for a particular purpose,  money, resources

ex:

I'd like to buy a phone, but I don't have the wherewithal.
