The answer of this questions depends on the place where you plant dahlias, if you plant dahlias in place below 20 degrees F, they are perennials, if you plant them in winter and protect their tuberous roots beneath the soil in  these regions, dahlias are considered a tender perennial, and they are considered annual in USDA regions 6 and lower, in this place you should dig the roots after the late summer bloom, and protect them over the winter.
