No, Prince Philip, Duke of Edinburgh wasn't king consort because in the British monarchy, men got the title of king in one case, which is inheritance. It is also customary in the British royal tradition that men who marry the queen do not get the title of king, and only the “prince consort” is considered. As for women, it is available to them if they marry the king , they get the title of "king's wife" when her husband ascends the throne if she is from outside the ruling family.
