No,  shoulder presses are not necessary although these presses are widely useful for the shoulder but are not necessary for shoulder development, you can skip the incline press, the front raise, and also the lateral raise.
For that, you will need a long period of time, until the entire deltoid heals, and becomes stronger and better.
