DWP  would call you because it wants to check with you that the apps are working perfectly, so it's mostly busy and demands to stop calling from people who want a particular service to give it the most space and bandwidth to call in case it wants to check on an important app.
DWP calls are allowed in exceptional cases if you wish to use Universal Credit on the Internet.
