Were has an apostrophe or not, this is depending on its meaning. If it comes as an auxiliary verb, it doesn’t have apostrophe, but if it consists of two parts ( the pronoun we and the auxiliary verb are), in this case you must put an apostrophe.

Examples: they were playing football yesterday.

We’re (we are) watching tv together now.
