The difference between Whomever and Whoever :
Whomever  is an object pronoun and it‘s function as the pronouns him, her, and them.For instance,Give the keys to whomever in the car. "Whoever" is a subject pronoun and  it‘s function as the pronouns he, she, and they .For instance,Whoever studied well should pass at the exam.
