While tending to a letter "To Whom It May Concern," the whole expression is commonly capitlized, at that point followed by a colon: To Whom It May Concern: Leave a space after it, at that point start the main section of the letter.

You need to write "To Whom It May Concern" with a capital letter toward the start of each word. Follow it with a colon. Twofold space before you start the body of your letter.
