The president does undoubtedly have broad, yet not totally limitless acquitting power. The Constitution enables him to excuse others for felonies they may have submitted, regardless of whether they have been charged when he leaves office. Yet, he can't exculpate himself from denunciation; and he has no position to excuse anybody for wrongdoings carried out under state law.
