prince philip wasn't not king because although Philip was born a prince to the Greek and Danish royal families, he gave up his claim to those thrones and titles in order to wed Elizabeth.

because it is customary in the British royal family for a man to get married inside the family but not to take on his wife's rank.

Possibly as a reward for this decision, Philip was given the title of His Royal Highness, the Duke of Edinburgh on the occasion of the wedding, which he kept until his death in April.
